SAVE THE DATE – Wednesday, November 2, 2011 – 150th Anniversary Celebration and more

Months before the actual 150th anniversary date, much has been said and done acknowledging this significant milestone.
The celebration continues as we recognize Douglas County’s notoriety as one of the original 17 territorial Counties in the state. A committee of County employees has been in place most of the year, working on various 150th Anniversary events and activities to maximize the opportunity for the public and employees to participate.
Four commemorative activities remain:
1. An online Heritage Hunt Trivia Contest – created by the County’s Historic Preservation Board and staff – to promote awareness of the County’s historic landmarks. The public is invited to participate in the trivia contest www.douglas.co.us/150/ and incentives are being offered to encourage participation. While employees and family members are encouraged and welcome to participate in the contest, employees and family members are not eligible for the prizes.
2. Save the Date and Celebrate with CAKE! On Wednesday, November 2 – the day after the actual date of the County’s 150th anniversary – County employees will be treated to ceremonial cakes placed throughout all facilities – but unlike the Heritage Hunt Trivia Contest, you won’t have to hunt for cake .
3. You will also notice that the County flag will fly at the Philip S. Miller Building from Nov. 1, 2011 through the end of the year.

E-470 speed limit increased to 75 miles per hour
The E-470 Public Highway Authority board of directors voted Thursday, June 9, 2011, to approve an increase in the speed limit on the 47-mile toll road, raising the limit from 70 miles per hour to 75 miles per hour. The change is effective immediately wherever the new speed limit is posted.
This is just information. I doubt many of you could be affected, but better to be safe than sorry. USDA has put out a nationwide alert, EHV-1, is Equine Herpes Virus Myeloencephalopathy (EHM). Cases have been found in horses that attended the National Cutting Horse Association Western National Championship in Ogden, Utah. Horses from all over the country attended. Lexington, KY– Approved at the FEI General Assembly in Taipei last November, the 2011 FEI Equine Prohibited Substance List for horses competing in FEI classes became effective April 4, 2011. It is important for all who compete in the FEI disciplines to become familiar with the parameters laid out by the FEI Clean Sport Initiative.
The lists of Controlled and Banned substances are available at http://www.feicleansport.org. Additionally, the Athlete’s Guide can be found here. The searchable FEI Equine Prohibited Substances Database can be found here. Until June 4, 2011, the 2011 list will show all Prohibited Substances that have been added or removed from the 2010 List and Database.
The FEI has also created applications for the iPhone and other smart phones, designed to show the latest changes to the rules as well as offer updates when any substances are added or removed.
Some of the most important changes affecting USEF members competing in FEI classes have been summarized below by USEF Drugs & Medications Chief Administrator, Dr. Stephen Schumacher:
Altrenogest (Regumate®) – has been moved from the Banned list to the Controlled Medications list for stallions and geldings. (This is a permitted substance in mares if a FEI medication form is filed.)
Medroxyprogesterone, Cyclophenil, Deslorelin and Fulvestrant – all anti-estrogenic or progestogen substances that have been added to the Controlled Medications list and were previously not listed.
Acetazolamide – was not listed previously, and has now been added to the Controlled Medications list.
Levomethadone – this is a different version of a substance already on the Controlled Medications list (methadone).
Ziconotide – has been specifically added to the Banned list.

USEF members are reminded to familiarize themselves with the changes brought about by the FEI Clean Sport Initiative, and to review all lists carefully before treating any horses that may compete in an FEI competition in 2011, and in any FEI discipline competition in the 2012 competition season which begins December 1, 2011.

DDA purchases real estate to inspire, enhance Castle Rock Downtown development in Douglas County, CO
When voters authorized the formation of the Downtown Development Authority, they did so because they wanted Downtown Castle Rock to change for the better. The DDA recently took a major step to do just that.
“By state statute, a primary purpose of the DDA is to acquire property to inspire and enhance development,” said Rick Stucy, chairman of the DDA. “The DDA took the bold step to purchase 202-212 Wilcox St. and the property adjacent to the east, 207 Perry St.”
The state statute allows for the DDA to purchase, sell, lease or liquidate property. The DDA is scheduled to close on the recently foreclosed property on March 1. The purchase price is $1.375 million. The DDA will provide $127,500 at closing, funds that come from a mix of DDA revenue streams: Tax Increment Financing the DDA receives from the positive incremental property tax revenue that has occurred since the DDA was established in 2008; the 3-mill levy voters approved; and the levy match the Town of Castle Rock committed.
“Developing and redeveloping Downtown Castle Rock is an important tool to improve property values, encourage more retail traffic and increase sales in our downtown businesses,” Stucy said. Better property values and retail sales is good news for property owners and business owners in Downtown, but also incremental increases in property and sales tax revenue can be used by the DDA to reinvest in more improvements in Downtown. A vibrant Downtown is good for the overall economic vitality of Castle Rock.
There are no large-scale changes to the properties planned in the near term. But the DDA believed that this was a unique opportunity to purchase property in a strategic location: near Town Hall, the Wilcox Square county building and Festival Park, where many community events take place. Having several adjacent, strategically located properties under single ownership may allow the DDA to eventually attract impactful redevelopment.
The DDA has met with all current tenants to talk about the property and see if there are issues the new owners – the DDA – could help them overcome. “We’re going to do everything we can to strengthen the business of the current tenants,” Stucy said. Minor exterior and interior work soon will begin to the building on Perry.
